LONDON, Jan. 15, 2021 /PRNewswire/ -- In Namibia, an African venue that is being set up as the scene of the world's next—and possibly last—major onshore oil discovery, the oil and gas rights to an entire 8.5-million-acre sedimentary basin are owned by a single, small company. Mentioned in today's commentary includes: Occidental Petroleum Corporation (NYSE: OXY), Kinder Morgan, Inc. (NYSE: KMI), Equinor ASA (NYSE: EQNR), Apache Corporation (NASDAQ: APA), Crescent Point Energy Corp. (NYSE: CPG).
Now, Wood Mackenzie, the most trusted name in oil and gas resource assessments, has issued a report stating that this same basin is analogous to three world-class basins, including the $540-billion Midland Basin in Texas.
One of the most respected petroleum geochemists in the world, Dan Jarvie, came out of retirement for this play and believes this could be one of the largest oil basins worldwide, and his conservative estimate is that it could hold over 100 billion barrels of oil.
Just 40 days from now, the first well should be complete …And just a few weeks after that, the analytical results should start coming in. A discovery barely moves the needle on an integrated supermajor that's typically involved in drilling a basin of this scope and scale.
But for a junior, even the start of a drill can have maximum impact on share prices… And the junior company stealing the show is Reconnaissance Energy Africa (RECO.V, RECAF).
#1 This 'African Permian' Play Is Considered Analogous to the Midland Basin
Massively underexplored Africa is most likely the only place in the world left where we can possibly anticipate a major onshore oil and gas discovery. If that ends up being Namibia--all the more exciting. This under-explored country has never produced a single barrel of oil in its history. Either onshore or offshore and has excellent fiscal terms and infrastructure.
Exxon (XOM) has already scooped up an additional 7 million net acres offshore …But onshore, it's all about Recon Africa, which strategically swooped in to acquire the rights to the entire Kavango sedimentary basin from Namibia all the way to Botswana. That's a basin over 8.5 million acres, almost the size of Switzerland.
When Kavango first came to the world's attention a few years ago, another world-renowned geologist and geophysicist, Bill Cathey, who works with the oil and gas supermajors, studied the basin and said: "Nowhere in the world is there a sedimentary basin this deep that does not produce commercial hydrocarbons."
Then, Jarvie, a key force behind the Barnett Gas play and former chief geochemist for EOG Resources, jumped in on RECO as a shareholder because he saw a "very strong, independent junior explorer… sitting on a sedimentary basin that rivals South Texas in a massively underexplored region". Jarvie's own estimates 100+billion barrels of oil equivalent are based only on 12% of Recon Africa's (RECO.V, RECAF) total holdings.
#2 Analyst Coverage Is Decidedly Bullish—It Just Nearly Doubled
Haywood is all over this one. In early November, Haywood initiated coverage with a short-term $2.50 price on RECO because the company is "set and funded to de-risk a potentially material resource play onshore Namibia and Botswana with 1,348 mmbbls/58.1 Tcf, a conservative estimated prospective recoverable resource (gross)."
In arriving at its 12-month target price of $2.50/share, Haywood has risked this upside potential by a 6% chance of commercialization. In other words, they're playing it uber-cautious with the $2.50 price tag. But in December Haywood raised its short term price target to $4.00 per share.
More to the point, Haywood recommended "accumulating a position ahead of drilling/evaluation news flow in H1/21 aimed at proving up the presence of a working hydrocarbons system, which if confirmed, should provide abundant opportunities for further exploration and appraisal drilling".
Haywood is also hanging on Dan Jarvie's expertise here, with good reason. So, given the scale of the basin--again, we're talking about 8.5 million acres--a discovery would present manifold opportunities for strategic joint ventures for further de-risking--without share equity dilution. And now, that story just got even better ….
#3 Drilling Just Started ….
With the drill bit just hitting the ground on this massive African Permian play, If Dan Jarvie Is Right, RECO could end up going from a small-cap to a multi-billion-dollar company.
Torridon Investments has also initiated coverage, calling Recon Africa (RECO.V, RECAF) a "corporate story with a dedicated and internationally first-class management and technical team".
The catalysts are all there, with the drill bit already hitting the ground in a 6-2 well spud. By the second half of this year, it's likely RECO will already be in JV discussions if drilling goes as planned.
#4 This is the grand oil lottery
This is the oil lottery, but Recon Africa (RECO.V, RECAF) is not your average wildcatter. This is something entirely different. This is one of those oil opportunities that almost never comes around. This is a "high-conviction play", according to Torrindo's coverage, with a basin that is "one of the most significant underdeveloped basins of such depth globally".
Recon Africa has put together a veritable "who's who" exploration and technical team to move this project forward with some of the most qualified and successful oil "finders" in the business.
This is the best of the best--all of them confident in the chance of discovering the largest oil play in the last 20 to 30 years.
Oil Majors Are Making Moves In The Market, As Well
Norwegian oil and gas giant Equinor ASA (EQNR) is one of a handful of oil companies that managed to turn a profit in the tumultuous market after its oil storage bet paid off big time. Equinor reported a surprise adjusted net income of $646M for the second quarter, trouncing Wall Street's expectations for a loss of $250M thanks to huge trading profits despite a huge 53 percent plunge in revenue to $8.04B.
Equinor has has taken a technology-driven approach to the oil price crash in a way that few other companies have been able to. It's even brought the "remote" work idea to its oil rigs. Equinor's Valemon, situated 160km from land, contains about 192 million barrels of oil equivalent. Its remote employees are expected to spend two weeks a year on the vessel to familiarize themselves with the space, alleviating some of these safety concerns.
While Equinor's share price was hit hard in March 2020, it is already trading near its January 2020 prices thanks to its innovative approach to the crisis. And as the green push accelerates, Equinor may emerge as one of the most balanced energy companies in the business, making it particularly appealing as many other oil companies fall out of favor with investors.
Occidental Petroleum (OXY) had a particularly turbulent 2020. Like all other oil firms everywhere in the world, Occidental struggled with the weak oil and gas prices, which impact the value of its proved and unproved oil and gas reserves.
The crisis even lead to the collapse of a key deal in which Total was to buy Occidental's assets in Ghana. The collapsed deal was another blow to Occidental, which was relying on the sale of Anadarko's African assets to receive a total of US$8.8 billion that could partially reduce the huge debt it had accumulated to buy Anadarko in what analysts now see as an ill-timed decision to pursue such a huge and leveraged transaction.
With the troubles of 2020 in its rear-view mirror, the company is looking to capitalize on the inevitable rebound in oil. And it's already beginning to materialize. Since November, Occidental stock has already risen by 100%, and this rally could kick into high gear in the coming months.
Major North American pipeline operator Kinder Morgan (KMI) has been particularly upbeat in recent months. In fact, in early December, it issued optimistic updates ,planning higher dividends and expecting more profits in 2021, after the challenges the oil industry has faced this year.
Kinder Morgan also expects to raise its dividend for 2021 by 3 percent compared to this year. The company expects the board to declare a Q4 dividend of US$0.2625 per share or US$1.05 annualized. The board expects the 2021 dividend to be US$1.08 per share annualized, or a 3-percent increase from the 2020 dividend.
It was an interesting 2020 for Apache Energy (APA) investors, to say the least. Late in 2019, it fired its iconic VP of worldwide exploration, Steven Keenan after disappointing exploration results offshore Suriname, which was supposed to turn into another wild ride like Exxon's series of discoveries just across the maritime border in Guyana.
Despite the downturn, Apache still managed to beat other key players in the shale patch—but all eyes are now on Suriname, exactly where they should be. This is history in the making, and the upside is looking good.
Crescent Point Energy Corp. (CPG) was another Canadian oil producer that struggled in the oil price crisis of last year. The mid-cap company saw its share price tumble from a January high of $4.56 to an all-time low of just $0.70 as oil demand dissipated and prices tumbled into the negatives in a historically bad first-quarter. The terrible year forced the company to lower output and capex forecasts for 2021.
Despite its struggles, however, Crescent has seen its share price climb significantly over the past month. In fact, it has even received a 'strong buy' signal from analysts at Zack's thanks to its strong price performance and improving technical.
Matt Murphy, an analyst with energy research firm Tudor Pickering Holt explained, "There will be a bit of incremental growth in excess of this record," adding, "Our model shows the oil sands getting to 3.3 million bpd by the middle of 2021."

Forward-Looking Statements. Statements contained in this document that are not historical facts are forward-looking statements that involve various risks and uncertainty affecting the business of Recon. All estimates and statements with respect to Recon's operations, its plans and projections, size of potential oil reserves, comparisons to other oil producing fields, oil prices, recoverable oil, production targets, production and other operating costs and likelihood of oil recoverability are forward-looking statements under applicable securities laws and necessarily involve risks and uncertainties including, without limitation: risks associated with oil and gas exploration, timing of reports, development, exploitation and production, geological risks, marketing and transportation, availability of adequate funding, volatility of commodity prices, imprecision of reserve and resource estimates, environmental risks, competition from other producers, government regulation, dates of commencement of production and changes in the regulatory and taxation environment. Actual results may vary materially from the information provided in this document, and there is no representation that the actual results realized in the future will be the same in whole or in part as those presented herein. Other factors that could cause actual results to differ from those contained in the forward-looking statements are also set forth in filings that Recon and its technical analysts have made, We undertake no obligation, except as otherwise required by law, to update these forward-looking statements except as required by law.
Exploration for hydrocarbons is a speculative venture necessarily involving substantial risk. Recon's future success will depend on its ability to develop its current properties and on its ability to discover resources that are capable of commercial production. However, there is no assurance that Recon's future exploration and development efforts will result in the discovery or development of commercial accumulations of oil and natural gas. In addition, even if hydrocarbons are discovered, the costs of extracting and delivering the hydrocarbons to market and variations in the market price may render uneconomic any discovered deposit. Geological conditions are variable and unpredictable. Even if production is commenced from a well, the quantity of hydrocarbons produced inevitably will decline over time, and production may be adversely affected or may have to be terminated altogether if Recon encounters unforeseen geological conditions. Adverse climatic conditions at such properties may also hinder Recon's ability to carry on exploration or production activities continuously throughout any given year.

HOUSTON, Sept. 14, 2020 /PRNewswire/ -- Today Western Midstream Partners, LP (NYSE: WES) ("WES" or the "Partnership") announced the exchange of its 98% interest in the $260 million 6.50% fixed-rate note receivable due 2038 from Occidental Petroleum Corporation (NYSE: OXY) ("Occidental") for 27.855 million WES common units owned by Occidental (the "Exchange"). The units will be canceled following the Exchange. The net effect of this transaction increases WES's per-annum Free cash flow1 after distributions by approximately $18.1 million based on current per-unit annualized distributions.
"This transaction is accretive to free cash flow, which will advance our leverage-reduction efforts," said WES Chief Executive Officer, Michael Ure. "The Exchange also allows both parties to avoid valuation discounts that typically apply to transactions involving the purchase and sale of these types of securities."
"Occidental and WES continue to work together to maximize value for our shareholders and unitholders," said Occidental President and Chief Executive Officer, Vicki Hollub. "This transaction represents a significant step towards Occidental's intention to reduce its ownership interest in WES to below 50%, while achieving advantageous pricing relative to alternative divestiture options and strengthening WES's financial profile, which in turn benefits Occidental as WES's largest customer and unitholder."
The Exchange was reviewed and approved by the Partnership's Special Committee, which includes only independent members of the board of directors of WES's general partner. The Special Committee was advised by Bracewell LLP as legal counsel, and by Lazard as financial advisor.

HOUSTON, March 25, 2020 /PRNewswire/ -- Occidental Petroleum Corporation ("Occidental" or the "Company") (NYSE: OXY) announced today that it has entered into an agreement with Carl C. Icahn and affiliated entities (the "Icahn Group") to add three new Icahn designated directors to Occidental's Board.
Pursuant to the agreement, effective immediately Andrew Langham, Nicholas Graziano and Margarita Paláu-Hernández have been appointed to Occidental's Board of Directors (the "Board") as new independent directors. Existing directors Spencer Abraham, Eugene Batchelder, Margaret M. Foran and Elisse B. Walter will retire from the Board effective at the Company's 2020 Annual Meeting of Stockholders (the "2020 Annual Meeting"). With today's appointments and planned retirements and the previously announced appointment of Stephen I. Chazen as Chairman of the Board, following the 2020 Annual Meeting of Stockholders, the Board will be comprised of 11 directors, 10 of whom are independent.
"We are pleased to reach this agreement with Carl Icahn, and we look forward to working with Carl Icahn's Board members and the rest of the Board and management as a team to navigate the current difficult environment," said Stephen I. Chazen, Chairman of the Board.
Carl C. Icahn commented: "We believe Oxy is a good company with good assets. We are pleased to have reached this settlement and can now focus on working with Steve Chazen to enhance value for all Oxy stockholders."
Occidental has also adopted certain corporate governance-enhancing amendments to its amended and restated by-laws, effective immediately, and agreed to recommend that the Occidental stockholders adopt amendments to Occidental's restated certificate of incorporation at the 2020 Annual Meeting that enhance stockholder rights to act by written consent, call special meetings and nominate directors.
The new directors will be represented on the committees of the Board and newly formed committees as set forth in the agreement. The Board has also agreed to create an Oversight Committee that will include two of the Icahn directors. The Oversight Committee will work closely with management to provide regular Board input and oversight, and, along with the Board, will be apprised of any inquiries or indications of interest relating to the Company or its assets.
The Icahn Group has withdrawn its slate of director nominees and stockholder proposals at the 2020 Annual Meeting and agreed to vote in favor of the Board's director nominees and amendments to Occidental's restated certificate of incorporation that enhance Occidental's corporate governance. The Icahn Group owns approximately 9.9% of the outstanding shares of the Company's common stock.
Under the agreement, the Icahn Group will petition the Delaware Supreme Court to withdraw its pending appeal before the Court relating to the Icahn Group's books and records request under Section 220 of the Delaware General Corporation Law. The Icahn Group has also agreed to certain other customary voting and standstill provisions.
Messrs. Langham and Graziano and Ms. Paláu-Hernández will each initially serve a term expiring at the 2020 Annual Meeting and the Company has agreed to include each of them on its slate of nominees for election as directors at the 2020 Annual Meeting.
The complete agreement by and among Occidental, the Icahn Group and the other parties thereto will be filed on a Form 8-K with the U.S. Securities and Exchange Commission (the "SEC").

HOUSTON, March 25, 2020 /PRNewswire/ -- Occidental Petroleum Corporation (NYSE: OXY) announced today a further reduction in 2020 capital spending to between $2.7 billion and $2.9 billion from its original 2020 guidance of $5.2 billion to $5.4 billion, a midpoint reduction of 47 percent. At current commodity prices, 2020 annual production from continuing operations is expected to be 1,275,000 to 1,305,000 BOEPD, a reduction of 6 percent compared to prior guidance of 1,360,000 to 1,390,000 BOEPD.
The Company also announced it will reduce 2020 operating and corporate costs by at least $600 million compared to the original 2020 plan, including significant salary reductions for executive leadership. These cost reductions are in addition to previously announced operating and overhead synergies of $1.1 billion that are expected to be fully realized in 2020. The combination of synergy realizations and additional cost reductions is expected to reduce SG&A, Other Operating Expense, and Exploration Overhead to approximately $500 million on a future quarterly run-rate basis. Operating cost reductions are expected to lower 2020 domestic operating costs to approximately $7.00 per BOE.
"We are making solid progress with additional cost reductions to help withstand the low commodity price environment and other macroeconomic pressures impacting our industry and the global economy," said President and Chief Executive Officer Vicki Hollub. "Based on our team's recent efforts, we now expect to significantly lower our costs in all aspects of the business. We will continue to take actions as necessary to further strengthen our balance sheet and ensure the long-term viability of our business."

HOUSTON, March 24, 2020 /PRNewswire/ -- Occidental Petroleum Corporation (NYSE: OXY) announced today that Stephen I. Chazen, the Chairman and Chief Executive Officer of Magnolia Oil and Gas Corporation, effective March 18, 2020, has been elected to its Board of Directors as Chairman of the Board.
Mr. Chazen has more than 30 years of experience in the oil and gas industry. Prior to founding the NYSE listed Magnolia Oil and Gas Corporation in 2018, Mr. Chazen served as Chief Executive Officer of Occidental from 2011 to his retirement in 2016 and as a director from 2010 to 2017.
"We are delighted to welcome Steve back to the Occidental family at this pivotal moment for the Company. Steve brings unique perspective and experience to the Board gained through his service as Occidental's Chief Executive Officer and his subsequent position as Chief Executive Officer of Magnolia Oil and Gas Corporation," said Jack Moore, Independent Vice Chairman. "Steve oversaw a sustained period of value creation during his more than 20 years as an executive officer at Occidental, including five years as Chief Executive Officer, and has continued to expand his skill set after leaving the Company by leading a special purpose acquisition company through its initial public offering, initial business combination and emergence as a publicly-traded oil and gas exploration and production company. Steve's deep knowledge of Occidental and decades of operational and financial leadership in the industry will benefit the Board and add valuable insight as Occidental continues to focus on generating returns for shareholders and managing this challenging macroeconomic environment."
Regarding his appointment to the Board, Mr. Chazen stated, "The current macroenvironment is among the most difficult I have seen in my career. I am confident that the Board and this management team, led by Vicki Hollub, have the operational experience to guide Occidental through the challenges ahead, and my goal is to help them succeed. My primary focus and occupation remains as serving in the role of CEO of Magnolia. I will not serve as an employee or executive of Occidental on any basis, whether interim or permanent. It should be noted that Magnolia is a medium sized, South Texas focused, oil and gas producer. Its principles are a controlled capital spending program, moderate production growth and low financial leverage. This results in a sizeable portion of Magnolia's cash flow being undesignated."
Prior to serving as Chief Executive Officer of Occidental, Mr. Chazen served as Chief Operating Officer and Chief Financial Officer and in other roles dating back to his joining the company in 1994. Prior to joining Occidental, Mr. Chazen served as Managing Director in Corporate Finance and Mergers and Acquisitions at Merrill Lynch. Mr. Chazen is a former Chairman of the Board of the American Petroleum Institute and he currently serves on the Board of Advisors of the Baker Institute, the Board of Regents of the University of Houston, and he is a Director of Houston Methodist Institute for Academic Medicine, the Williams Companies and the National Park Foundation. Mr. Chazen holds a Ph.D. in Geology from Michigan State University, a master's degree in Finance from the University of Houston, and a bachelor's degree in Geology from Rutgers College.

HOUSTON, Jan. 6, 2020 /PRNewswire/ -- Today Western Midstream Partners, LP (NYSE: WES) ("WES" or the "Partnership") and Occidental Petroleum Corporation (NYSE: OXY) ("Occidental") announced the execution of several agreements that will enable WES to fully operate as a stand-alone business, consistent with WES's and Occidental's joint effort to establish WES as an independent midstream company. WES fully expects to continue its long-term and meaningful relationship with Occidental. These new agreements support WES's ongoing and focused pursuit of third-party growth opportunities and underscore the importance of WES's commitment to leverage its existing midstream infrastructure to attract additional Occidental and third-party volumes.
"Over the last few months, WES and Occidental have worked together to execute agreements that are supportive of both companies' intent to operate and report as two separate and distinct entities," said Chief Executive Officer, Michael Ure. "We are excited about the operational changes that are enabled by these agreements and the governance changes that will inure to the benefit of WES and its stakeholders. Taking into account the anticipated economic impact of these recently executed agreements, we have refined our 2020 outlook that was announced with our Q3 2019 results and currently expect 2020 Adjusted EBITDA between $1.875 billion and $1.975 billion and 2020 total capital expenditures between $875 million and $950 million."
Key terms of the newly executed agreements include:
Ure continued, "We strongly believe that the formal identification of a WES-dedicated workforce enhances employee focus, which in turn empowers employees to deliver operational efficiencies and improved customer service, establishes heightened accountability, and positions WES, beginning in 2020, to directly align compensation incentives for all WES-dedicated employees with WES's internally developed midstream performance targets."
"The execution of these new agreements was the result of diligent work between and among WES and Occidental legal, finance, and operations groups," said Chief Financial Officer, Mike Pearl. "We firmly believe that the resulting governance and employment changes establish an appropriate realignment of incentives that now will be based solely on WES's performance as an independent midstream company, which we view as critical to sustaining long-term value creation for all of our stakeholders."
The above-described related-party agreements with Occidental were reviewed and approved by the Special Committee, which includes only independent members of the board of directors of WES's general partner. The Special Committee was advised by Bracewell LLP, as legal counsel, and by Lazard, as financial advisor. Concurrent with the execution of these new agreements, WES's general partner adopted an amended and restated agreement of limited partnership providing unaffiliated public unitholders significantly expanded rights to remove the WES general partner.

The JV enables Ecopetrol to book ~160 MMboe of proved undeveloped reserves at transaction closing and provides access to one of the most prolific resource plays in the world. The JV will progressively increase production until 2027, when production for Ecopetrol in the JV is estimated to reach circa 95 kboed.

"This is a key step to enhance our reserve base and production growth whilst we strengthen our capabilities in shale development and bring this technology to Colombia for the economic benefit of the country."
The transaction is expected to close around year end.
To develop the JV, Ecopetrol incorporated two new companies, Ecopetrol Permian LLC and Ecopetrol USA Inc., and converted Ecopetrol America Inc. into Ecopetrol America LLC, which will continue to focus on US GoM operations.
Ecopetrol USA Inc. was incorporated in Delaware, and is 100% owned by Ecopetrol S.A. through its subsidiary Ecopetrol Global Energy SLU. Its objective is the exploration and exploitation of hydrocarbons.

ABU DHABI, United Arab Emirates, Nov. 14, 2018 /PRNewswire/ -- In recognition of its demonstration plant in La Porte, Texas, NET Power, LLC, was awarded the 2018 Breakthrough Technological Project of the Year at the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC). ADIPEC is one of the world's largest and most influential oil and gas events. NET Power's 50MWth plant demonstrates the company's low-cost, emissions-free, natural gas electric power system. It is the world's first and only industrial-scale supercritical CO2-based power plant.
By generating non-intermittent, competitively-priced power with full carbon capture, NET Power will help the world to reach deep decarbonization targets at the lowest cost. Using its novel power system, the company strives to push the cost of CO2 capture so low that it will be more economic to re-use and sequester carbon than to emit it into the atmosphere. NET Power's CO2 can be used for enhanced oil recovery or oil field pressure maintenance, with the goal of cutting the carbon footprint of fossil fuels to zero. In addition, NET Power's CO2 can be directly and safely sequestered in saline aquifers, sedimentary deposits, and depleted oil fields. Ultimately, NET Power's goal is to make CO2 so affordable that it will catalyze the establishment of a new carbon economy built around novel CO2 utilization technologies, such as sour gas cleanup and the production of carbon nanofiber, methanol and concrete.
In May of this year, NET Power achieved first-fire at its 50MWth demonstration power plant. The last phase of testing is underway and is expected to be completed in early 2019.
Since commencing development in 2014, NET Power identified important market needs by working with major power, oil, gas, chemical and industrial companies worldwide. In early 2019, NET Power expects to commence detailed engineering of 300MWe commercial-scale plants with customers.
NET Power is owned by Exelon Generation (NYSE: EXC), McDermott (NYSE: MDR), 8 Rivers Capital, and, subject to regulatory approval, Oxy Low Carbon Ventures, LLC, a subsidiary of Occidental Petroleum Corporation (NYSE: OXY).
NET Power, LLC, is a Durham, NC-based company developing the natural gas-fueled Allam Cycle power system. For more information, please visit www.NETPower.com.
