The Texas City Power Plant is located in Texas City, Texas. Three combustion turbines are routed to three heat recovery steam generators, which provide steam to one steam turbine. In 1987 the Texas City Power Plant was built to provide steam to Dow Chemical allowing them to shut down some of their older, less efficient boilers. The addition of this clean, modern power plant contributes to improvements in air quality in Texas City. In September 2005 Power Systems Mfg., LLC (PSM) successfully converted one of three planned combustion turbine generators at the Texas City Power Plant to PSM's patented, low-emissions combustion system, LEC-III(R). As a result, Calpine will reduce nitrogen oxide (NOx) emissions at the Texas City plant by approximately 80% while simultaneously maintaining very low, single-digit carbon monoxide emission levels -- without disrupting its steam host's operations or sacrificing the plant's fuel-efficiency.
