Russian May Not Supply State Funding to Novatek in 2020

The Russian Finance Ministry has opted not to include capital for Novatek's 2020 upstream plans in the latest draft of their budget.  Novatak has been asking for $1.9 billion for the Utrenneye LNG terminal in the Arctic North while threatening that the Arctic 2 LNG Project could face delays due to a lack of state funding.

Novatek also wants state support for $330 million in LNG reloading terminals but the finance minister is wary due to LNG prices dropping to their lowest level in years.
